Technologies and Solutions to Manage Plastic Waste in Small and Remote Islands: Using the Technology Options for Plastic Waste in Island Contexts (TOPIC) Toolbox for Islands in Malaysia

The rapid escalation of global marine plastic pollution has reached a critical breaking point, with ocean-bound plastic waste projected to triple to 29 million tons by 2040. Isolated coastal communities and small islands sit on the absolute frontline of this environmental crisis, facing unique vulnerabilities due to high coastline-to-area ratios, fluctuating tourism spikes, and exorbitant mainland transport costs. To bridge this operational gap, this landmark study by the World Bank, PROBLUE, and Malaysia’s Ministry of Environment and Water introduces the Technology Options for Plastic waste in Island Contexts (TOPIC) Toolbox. By matching localized waste metrics with tailored technological frameworks, this guide provides island decision-makers with a concrete roadmap to close the plastic tap, safeguard fragile marine ecosystems, and secure local coastal livelihoods.

Small and remote islands face disproportionate threats from plastic pollution, heavily impacting their core economic drivers: tourism and fisheries. Standard mainland waste management frameworks routinely fail here due to low waste volumes, lack of technical expertise, and high logistical costs. The TOPIC Toolbox Framework was developed to assist local authorities and stakeholders, the TOPIC Toolbox uses user-entered criteria—such as plastic waste volumes, composition, and potential market access—to map out viable data-driven solutions.

The report highlights that no single technology is a “one-size-fits-all” fix. Effective island circularity requires an integrated approach that couples downstream waste processing (like mechanical recycling or controlled landfilling) with upstream reduction strategies and improved segregation at the source.

This study combines a global assessment of plastic waste management on islands with a review of existing technologies and their viability in island contexts t0 develop the Technology Options for Plastic waste for Island Contexts (TOPIC) Toolbox which was then piloted on five islands in Malaysia.
