The World Wildlife Fund for Nature (WWF) has developed the Waste Wise Cities Tool (WaCT) and the Waste Flow Diagram (WFD) in various partner cities as part of the effort to establish a baseline for the Plastic Smart Cities (PSC) program and TVA. There are 19 performance standards established by WWF across various program frameworks to achieve the target of reducing plastic waste leakage. All 19 performance standards will be presented in this manual. The principles and concepts used in these performance standards are based on the WFD tool and a logical framework aimed at reducing plastic waste leakage in the solid waste management (SWM) system. Moreover, these performance standards also identify aspects that can be improved at each stage as well as the values and services within the SWM.
This document was originally developed by the Resources & Waste Advisory (RWA) Team in English, which was then translated and relayout by WWF-Indoensia into Indonesian so that the partners in Indonesia could better understand and implement it.

This manual provides guidelines for reducing plastic waste leakage within the solid waste management system.
The objectives of this manual are as follows:
- To raise awareness among public authorities and the community about efforts to gradually address plastic waste leakage from the Solid Waste Management (SWM) system;
- To train partners involved as service providers and in waste management processes about their roles in reducing plastic waste leakage;
- To supervise the performance of partners.
