A Luoi district is located on the Ho Chi Minh road running through 14 communes and towns in the district, breaking the dead-end situation, connecting A Luoi smoothly with the North and South regions of the country; not far from national highway 9 – the trans-Asia route, can trade smoothly with other countries in the region through Lao Bao-Quang Tri border gate; At the same time, National Highway 49 connects Ho Chi Minh Road with National Highway 1A, this is an important East-West traffic axis connecting A Luoi with National Highway 1A, Hue city and delta districts. It has 85 km of border with Laos and is the only district in the province with 2 international border gates A Dot-Ta Vang (Sekong province) and Hong Van-Kutai border gate (SaLavan province). With the Lao People’s Democratic Republic, these are important western gateways and are an advantage for the district to expand economic and cultural cooperation with Laos and other countries in the region.

Littering is a major problem in Helsinki, causing environmental and health damage, reducing the attractiveness and amenity of urban areas and negatively affecting the urban image. In Helsinki, the annual cost of cleaning public areas is more than €14 million. To address the problem of littering, Environmental Services of Helsinki’s Urban Environment Division launched a Litter Control Action Plan, which brings together the different operators and stakeholders of the City of Helsinki to jointly address the problem of littering. One of the top projects in the Action Plan is An efficient network, where the idea is to tackle littering through cooperation and collaboration. This was one of the driving factors in joining the Plastic Smart Cities initiative.
According to the Assessment Report on solid waste management in the district, the amount of domestic waste generated from 2018 to the first quarter of 2020. Specific data are shown in the following table:

Currently, in the district, domestic waste has not been sorted from the source. A large part of organic matter from leftovers, rice straw is used for agricultural activities such as livestock and farming.
According to the 2019 report on solid waste collection and treatment in the district, the whole district has 01 solid waste landfill, mainly burying solid waste (domestic waste) arising from the town. A Luoi and 4 communes (in the expanded urban area along the Ho Chi Minh Road) namely A Ngo, Son Thuy, Phu Vinh and Hong Thuong. The total amount of garbage collected and treated in A Luoi town and 04 communes in recent years has reached about 85.4%. Waste in the remaining 13 communes has not been collected and treated by the collection system. Local people from these 13 communes collect and treat their waste by themselves and dig holes in their garden for burying waste. The process of collection and transportation is carried out by the District Public Works and Public Service Management Board. The landfill where garbage is treated and buried is in Hong Thuong commune.
